When construction is complete, East 12th Street and St. Clair Avenue will be a revitalized neighborhood where you will see people walking their dogs, couples strolling down the street on their way to their favorite coffee shop, and patrons dining in the neighborhood restaurants. Gomez&lt;br /&gt;Plain Dealer Reporter  &lt;br /&gt;&lt;br /&gt;Nationwide, developers worried about the volatility of residential real  estate are shying away from for-sale housing projects. &lt;br /&gt;&lt;br /&gt;But not in  downtown Cleveland. There, realty firms can't buy and dig up land fast enough.  &lt;br /&gt;&lt;br /&gt;In 2006, Nathan Zaremba began construction on his $250 million Avenue  District neighborhood on downtown's eastern edge. On Public Square, Matthew  Howells undertook the restoration of the Park Building, which will reopen with  27 condominiums. &lt;br /&gt;&lt;br /&gt;&amp;quot;If you look at what's happening in other cities of  similar size -- St. Louis, Milwaukee, Kansas City -- the downtown for-sale  housing markets have been very aggressive,&amp;quot; said Zaremba, whose three-phase  project includes more than 400 condos and townhomes. &lt;br /&gt;&lt;br /&gt;This year promises  more activity locally. The Wolstein Group is about to begin demolition on the  east bank of the Flats, where a $230 million mixed-use community is planned.  &lt;br /&gt;&lt;br /&gt;Meanwhile, Doug Price and Bob Corna plan to add more than 1,000 condos  and apartments to the Stonebridge neighborhood they have started on the west  bank. Closer to Tremont, the Ferchill Group wants to build 88 condos on the  Cuyahoga River's Scranton Peninsula. &lt;br /&gt;&lt;br /&gt;And 2007 should bring more details  about Bob Stark's vision for the Warehouse District, where the Crocker Park  developer hopes to replicate his suburban-lifestyle center concept.  &lt;br /&gt;&lt;br /&gt;These projects and others planned could add at least 1,500 to 2,000  for-sale units to the market and help the city climb toward its goal of 25,000  downtown dwellers. The city's latest estimates peg downtown's population at  10,000 to 12,000. &lt;br /&gt;&lt;br /&gt;&amp;quot;It's like the perfect storm coming together in a good  way,&amp;quot; said Councilman Joe Cimperman, whose ward includes downtown and its  adjacent neighborhoods. &lt;br /&gt;&lt;br /&gt;But is there enough demand to meet such fast  growth? When does the slumping real estate market catch up with the civic  boosterism in downtown Cleveland? &lt;br /&gt;&lt;br /&gt;&amp;quot;These are slow times, and that  certainly could be a serious damper,&amp;quot; said Tom Bier, a housing expert and urban  studies professor at Cleveland State University. &amp;quot;But that will pass somewhat.  Is there a demand for this downtown? Sure, there's no question.&amp;quot; &lt;br /&gt;&lt;br /&gt;Bier  theorized that more young professionals and empty-nesters - two demographics  that downtown apartment developers already aggressively target - would move  downtown if there were more attractive options to buy. &amp;quot;The main unmet demand  has been buyers,&amp;quot; Bier said. &lt;br /&gt;&lt;br /&gt;That's why a well-established builder such  as Zaremba can mix with a relative unknown such as Howells, who is pursuing his  largest residential project yet with the Park Building. &lt;br /&gt;&lt;br /&gt;And that's why  would-be rivals, such as Zaremba, Scott Wolstein and Bob Stark, are embracing  each other's large-scale visions as healthy competition. &lt;br /&gt;&lt;br /&gt;&amp;quot;If downtown  Cleveland was only served by one developer, there'd be less demand,&amp;quot; Zaremba  said. &amp;quot;If these other projects are successful, I would actually have to spend  less on marketing. Larger, more vocal real estate developers have their own  plans for downtown, like Scott Wolstein and his Flats East Bank project or Bob  Stark's Warehouse District/lakefront plans. They've gotten more media attention  than Zaremba's, even though his $250 million development has broken ground. The  others haven't yet. &lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font size=&quot;2&quot;&gt;&amp;quot;I'm a big cheerleader of Stark and Wolstein,&amp;quot; Zaremba said.  &amp;quot;It's easier for me to attract more tenants if there are others beating the drum  for downtown.&amp;quot; &lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font size=&quot;2&quot;&gt;And the Brookings' report says having &amp;quot;more&amp;quot; downtown is better.  It creates its own momentum, plus more pedestrian traffic, vibrancy and safety.  Having more car-dependent development in the suburbs creates car traffic and  pollution and, ultimately, stifles development, causing people and jobs to  sprawl farther and farther away, the report said. &lt;/font&gt;&lt;/p&gt;

The Avenue District will have 426 housing units,  all for-sale, and be located among several blocks between East 12th and 13th  streets, and Superior and St. Clair avenues. &lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font size=&quot;2&quot;&gt;Ground was broken in September for the first phase of the Avenue  District. Utility relocation work is under way, with foundation work approved by  the city to start in February. The block between Superior and Rockwell east of  East 13th will have two- and three-story townhouses, plus 3&amp;frac12;-story lofts. The  first townhouses will be ready for occupancy in August. &lt;/font&gt;&lt;/p&gt;

MRN is the lead  developer in the $76 million revitalization of lower Euclid-East Fourth Street  that includes a mix of rental and for-sale housing. &lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font size=&quot;2&quot;&gt;Downtown Cleveland has surpassed 10,000 residents, but less than  5 percent are living in for-sale housing. Zaremba estimated that, as the number  of downtown homeowners increases to more than 8,000, change will become more  evident. That could include 30-story condo towers. &lt;/font&gt;&lt;/p&gt;

Although the man didn't want to be identified for the article,  Zaremba said that, if the same situations happens 10 times each year, it could  result in new downtown office buildings every few years. &lt;/font&gt;&lt;/p&gt;
&lt;p&gt;&lt;font size=&quot;2&quot;&gt;&amp;quot;Then, (downtown) retail is no longer forced and the office  market is then rejuvenated,&amp;quot; he said. &amp;quot;It's important for our region to have a  healthy downtown. &lt;p&gt;Thursday, December 28, 2006 &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;em&gt;By Ken Prendergast  &lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;em&gt;Brooklyn Sun Journal &lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;First  of two parts: Roots of the Avenue District &lt;br /&gt;&lt;br /&gt;Driving on a two-lane road  through the flat, windswept desert in southwest Texas let Nathan Zaremba  appreciate the meaning of &amp;quot;in the middle of nowhere.&amp;quot; He sailed past a few  villages every 20 miles or so. Each settlement was tiny and dirt-poor.  &lt;br /&gt;&lt;br /&gt;But, like an oasis, a prosperous town stood out in the otherwise  featureless distance. It wasn't a mirage; it was Marfa, Texas. The artists'  colony was rich with classy galleries, architectural firms, a well-appointed  ballroom and a beautifully restored hotel. Marfa also was growing and still is,  both in population and disposable income. &lt;br /&gt;&lt;br /&gt;Why was it there? Because  someone had a vision and was willing to take a financial risk to make it  reality. In Marfa, the Judd Foundation and the Chinati Foundation put up the  money to support the artists' colony. Others simply followed their lead.  Momentum took it from there. &lt;br /&gt;&lt;br /&gt;After returning to Cleveland, Zaremba,  president of his family's residential development company, wanted to apply what  he saw to his hometown. The $250 million Avenue District is the result.  &lt;br /&gt;&lt;br /&gt;There and back again &lt;br /&gt;&lt;br /&gt;Zaremba's grandfather, Alexander, began  remodeling homes in 1920 and later formed Zaremba and Sons Builders Inc.,  focusing on new housing in the growing city of Cleveland. &lt;br /&gt;&lt;br /&gt;Other  companies were formed by the Zarembas to tap the post-World War II suburban  housing boom. The companies built apartments, luxury condominiums and shopping  centers in virtually every Cleveland suburb and in other states. &lt;br /&gt;&lt;br /&gt;Now in  its third and fourth generations, the family business has come back to  Cleveland. It built Mill Creek, the largest Cleveland housing development since  World War II, along Turney Road. It followed with Beacon Place and Woodhaven  between Euclid and Chester avenues in the East 80s, as well as other  developments in the city. &lt;br /&gt;&lt;br /&gt;&amp;quot;The suburbs were pricing everyday people  out,&amp;quot; Nathan Zaremba said, seated in his office in a converted brick warehouse  next to Jacobs Field. &amp;quot;A lot of people don't want to settle for something. They  want something elegant. People live in the city because they want to.&amp;quot;  &lt;br /&gt;&lt;br /&gt;Zaremba built 650 homes in Cleveland; two-thirds of the buyers are from  the suburbs or out of town, he said. In the city and, even downtown, large,  elegant housing can be built and sold more affordably than in the suburbs.  Cleveland's tax abatement helps seal the deals, he said. &lt;br /&gt;&lt;br /&gt;&amp;quot;People who buy  in the city are urban pioneers,&amp;quot; he said. &amp;quot;They want to be on the front end of  something. They are also investors in the community and get involved in the  community.&amp;quot; &lt;br /&gt;&lt;br /&gt;He adds that downtown Cleveland needs to stay healthy  because city services and schools citywide depend on downtown income and  property taxes. If the city of Cleveland dies, the suburbs won't be far behind.  &lt;br /&gt;&lt;br /&gt;Going downtown &lt;br /&gt;&lt;br /&gt;&amp;quot;I've gone through a life-changing thing,&amp;quot;  Zaremba said. &amp;quot;My kids are grown and I'm an empty-nester. People like that have  some discretionary income and want a maintenance-free lifestyle.&amp;quot; &lt;br /&gt;&lt;br /&gt;In the  past in Greater Cleveland, the residential option for empty-nesters was to buy a  suburban townhouse, where people have to get in the car to do even basic  errands. Downtown's lure also applies to young professionals who may have gone  to urban universities on the East Coast, Chicago or close to home.  &lt;br /&gt;&lt;br /&gt;&amp;quot;Living downtown, you're less than a 10-minute walk to a lot of things,&amp;quot;  he said. &lt;br /&gt;&lt;br /&gt;There's fine dining, cultural activities at Playhouse Square,  sporting events, grocery stores and emerging shops downtown, in Ohio City and  Chinatown, Zaremba noted. &lt;br /&gt;&lt;br /&gt;That lure is why Cleveland has the  fastest-growing downtown residential population in the Midwest, according to the  U.S. Census. &lt;br /&gt;&lt;br /&gt;While other developers have plans to build entirely new  neighborhoods downtown like Scott Wolstein's Flats East Bank or Bob Stark's  &amp;quot;Pesht&amp;quot; concept Zaremba is the first to break ground. He wanted to do something  with an artist's flair, referring back to his visit to Marfa. &lt;br /&gt;&lt;br /&gt;Street art  &lt;br /&gt;&lt;br /&gt;&amp;quot;Cleveland has darned good artists,&amp;quot; Zaremba said. &amp;quot;But we don't have  (art) venues like New York or Los Angeles. Why not have a first-rate artists'  district along East 12th?&amp;quot; &lt;br /&gt;&lt;br /&gt;He chose the eastern edge of the business  district for Zaremba's Avenue District. Within a few blocks are 3,000 residents,  more than any other part of downtown. He also saw an opportunity in the  underutilized, pedestrian-unfriendly East 12th. &lt;br /&gt;&lt;br /&gt;The concrete, elevated  strip of landscaping in East 12th's median prevented adding mid-block pedestrian  crossings and new angled parking for proposed shops and art galleries. And, in  conjunction with Reserve Square owner K&amp;amp;D Group Inc., Zaremba would like to  close East 12th to traffic for special events, such as large-scale art shows.  &lt;br /&gt;&lt;br /&gt;&amp;quot;We struggle with our self image, but Cleveland is a great place to  live,&amp;quot; he said. &lt;br /&gt;&lt;br /&gt;If dusty, remote Marfa, Texas can draw in high-brow  galleries, hotels, businesses, residents and visitors, then anyplace can. Here is an overview of the technology that will be available to  homeowners at The Avenue District. Since we are able to design 1211 St. Clair  from the ground up, we are incorporating the infrastructure for a first-rate  technology and security package. The entire building will be wired with category  5E (Cat-5E) data cabling; which will provide the capacity for high speed data  and internet to each unit. Each unit will be tied together though a common  network server and a Cisco router. In addition, all units will have the capacity  to acquire basic phone and cable service. All telecommunication wiring will be  tied together through a &amp;ldquo;smart box,&amp;rdquo; which collects all data and voice network  into one integrated package. &lt;br /&gt;&lt;br /&gt;From a security standpoint, we&amp;rsquo;ve designed  every entry to be monitored by an IP video camera surveillance system. A digital  camera, placed at each point of entry to the building, will be routed through  the building&amp;rsquo;s central mainframe and wired to each room through a Relay server  that will store all recorded information. Every homeowner will be able to allow  visitors to enter the building from the comfort of their unit through a digital  phone system. &lt;br /&gt;&lt;br /&gt;In addition to this basic package we are currently  evaluating some very exciting custom options; including virtual concierge  service, smart home features, and home theater surround sound packages.
